Board of Supervisors Meeting Recap for September 10, 2024

The Kern County Board of Supervisors met today as scheduled for Tuesday’s September 10, 2024, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Jeff Flores (District 3), and Chairman David Couch (District 4) were in attendance. Supervisor Leticia Perez (District 5) was absent from both sessions. District 2 is currently vacant. Meeting Highlights: 

  • Item No. 1 AM session:
  • The Board voted to proclaim September 18 – 19, 2024 as Kern County Fair Days.
  • Item No. 2 AM session:
  • The Board voted to proclaim October 2024 as Paint the Town Pink Month in Kern County in recognition of National Breast Cancer Awareness Month.
  • Item No. 3 AM session:
  • The Board voted to proclaim September 2024 as Hunger Action Month in Kern County.
  • Item No. 4 AM session:
  • The Board voted to proclaim September 2024 As National Suicide Prevention Month in Kern County.
  • Item No. 5 AM session:
  • The Board voted to proclaim September 2024 as Library Card Sign-up Month at the Kern County Library.
  • Item No. 14 AM session:
  • The Board voted to approve non-standard terms and conditions with Ability Answering Services to provide after-hours answering and dispatch services for the Kern County Animal Shelter.
  • This will provide increased services to the community when reporting after-hours animal emergencies.
  • Items No. 15 – 17 AM session:
  • The Board approved resolutions from the City of Maricopa, City of Ridgecrest, and City of Taft requesting the Kern County elections official to conducts their General Municipal Elections to be held November 5, 2024.
  • Item No. 28 AM session:
  • The Board approved an agreement between Kern County’s human services, probation, and behavioral health and recovery services departments to provide mental health treatment and intensive supportive services to child welfare and juvenile justice involved youth through June of 2026.
  • Item No. 34 AM session:
  • The Board selected Trans-West Security Services, Inc., as the successful vendor for countywide security services following an RFP process and directed staff to enter into price agreement contract negotiations.

  • Item No. 48 AM session:
  • The Board approved the temporary closure of the Ridgecrest Branch Library facility located at 131 East Las Flores Avenue from October 1 - 7, 2024 for life-safety and critical maintenance improvements.
  • Item No. 61 AM session:
  • The Board approved an agreement with the Kern Literacy Council to provide education and support services for incarcerated women with children from September 10, 2024, through September 10, 2025.
  • Item No. 6 PM session:
  • The Board approved an agreement with the City of Ridgecrest to provide Community Development Block Grant funding for the City of Ridgecrest Leroy Jackson Park Skatepark Improvements Project.
  • Items No. 8 – 13 PM session:
  • The Board held a series of protest hearings for cost incurred for various nuisance abatement work throughout unincorporated Kern County.
  • This effort supports the enhancement of quality-of-life for Kern County residents.
  • Item No. 27 PM session:
  • The Board approved an agreement with the State of California Governor’s Office of Business and Economic Development for the Local Immigrant Integration and Inclusion Grant from October 1, 2024, through November 30, 2025, in an estimated amount of $249,859.
  • Item No. 32 PM session:
  • The Board voted to contribute $1,000 to the Friends of Mercy Foundation, $493 to Wreaths Across America, $500 to the Tree Foundation, and $1,500 to the Casa Esperanza Transitional Home for Women.
  • Item No. 33 PM session:
  • The Board voted to identify an apparent low, responsive, and responsible bid and approve Contract No. 1966.8117-21B, with Pacific Tide Construction, for Petroglyph Park New Shade Sails Project.
  • Item No. 36 PM session:
  • The Board voted to identify an apparent low, responsive, and responsible bid and approve Contract No. 1966.8117-21H, with Proffitt Construction Inc., dba Superior Construction, for Delano Park Playground & Baseball Field Improvements.
  • Item No. 40 PM session:
  • The Board voted to identify an apparent low, responsive, and responsible bid and approve Contract No. 1650.7091-22, with Derrick D Enterprise, Inc., for the Virginia Park Improvements Project.
  • Item No. 43 PM session:
  • The Board voted to identify an apparent low, responsive, and responsible bid and approve Contract No. 966.8117-21I with Vortex Construction for the Belle Terrace Park Project.
  • Item No. 48 PM session:
  • The Board approved an agreement with the Kern County Probation Management Association for wages, hours and terms and conditions of employment through June 30, 2027.

 The next Regular Board Meetings are scheduled for September 24, 2024 at 9 a.m. and 2 p.m.
